Técnicas de poder, segurança e liberdade

Resumo

O presente artigo procura tecer possíveis articulações entre as tecnologias de poder estudadas por Foucault no decênio de 1970. A primeira dessas articulações é entre tecnologias disciplinares e sistema legal por ocasião da problemática da produção da delinquência; a segunda versa sobre o contraste entre dispositivos de segurança e ordenamento legal em torno da discussão do direito de asilo; e a terceira analisa a relação entre lei, disciplina e segurança, quando é retomado o exemplo da política da criminalidade no interior da racionalidade governamental neoliberal americana. Outro objetivo consiste em apontar como os diferentes níveis de percepção da liberdade no período aventado dependem da função dominante exercida por cada uma dessas tecnologias de poder nas práticas sociais e políticas.

ABSTRACT:
This article seeks to analyze some possible articulations between the technologies of power studied by Foucault in the 1970’s. The first of these articulations is the one between disciplinary technologies and the legal system around the problem of the production of delinquency; the second one is about the contrast between the security devices and legal statutes around the subject of the right of asylum; the third one is to analyze the relationship between law, discipline and security taking the example of the politics of criminality among the American neoliberal governmental rationale. A subsidiary purpose of the article is to point out how different levels of perception of freedom in that period depend on the dominant function played by each one of these technologies of power amidst political and social practices.
