Housing deficit and census microdata: methodological framework, challenges, and perspectives

Abstract

This article discusses the methodological flow for calculating the housing deficit using microdata from the Brazilian Population Census, based on the methodology of the Fundação João Pinheiro (FJP). It presents the procedures for data processing, the variables employed, and the criteria used to identify the components of the deficit. The analysis highlights the gains in transparency and territorial detail made possible by the use of microdata, while also discussing methodological and operational challenges, such as the adaptation of variables across different databases and the opacity of routines applied by FJP. Finally, the article points to challenges and perspectives regarding the application of the methodology with data from the 2022 Census, advocating for systematized documentation and open science as pathways to improving the measurement of the housing deficit.

Author Biographies

Priscila Kauana Barelli Forcel, Federal University of São Carlos

Master’s student in Urban Engineering at the Federal University of São Carlos (PPGEU/UFSCar), in the field of Urbanism, with a research focus on Management, Planning, and Technologies applied to Urban Engineering, funded by FAPESP (Process No. 2023/11899-6). Holds a degree in Architecture and Urbanism from Universidade Paulista (UNIP, Araraquara, 2015-2019). She is a member of the research groups "Cidades e Pessoas: Conectadas" and "GESTAU - Gestão do Ambiente Urbanizado" (UFSCar) and "Território Desigualdades" (UFV), all registered with CNPq. Between 2021 and June 2023, she worked as an architect and consultant on projects funded by the Council of Architecture and Urbanism - CAU/SP, focusing on Technical Assistance for Social Housing (ATHIS) in cities in the interior of São Paulo state. She was a student representative at PPGEU/UFSCar and is currently part of the editorial team of the Revista Engenharia Urbana em Debate, an extension project of PPGEU/UFSCar. Her research investigates the boundaries of the Housing Deficit, focusing on the methodology of the João Pinheiro Foundation, as well as related topics.

Elza Luli Miyasaka, Federal University of São Carlos

Full-time Faculty Member in the Department of Civil Engineering (DeCiv) at the Federal University of São Carlos (UFSCar). Member of the Research Group GestAU – Urban Environment Management, Node_Federal University of Viçosa, and Cities and People: Connected. Holds a PhD in Architecture, Urbanism, and Technology from the Institute of Architecture and Urbanism at the University of São Paulo (IAU-USP, 2017), with a CAPES doctoral scholarship and a CAPES Sandwich Doctorate Program (PDSE) scholarship in Italy (process no. 99999.003519/2015-05). Completed a research internship at the Polytechnic University of Milan during the 2015/2016 academic year, under the supervision of Associate Professor Ingrid Paoletti. Currently works with the themes of Technology, City, and Documentation. Curator of the Tony Miyasaka negatives archive—a collection of images of the Ribeirão Preto region from the 1950s and 1960s, and aerial photographs of the city from 1990 to 2004 that depict urban development and the occupation of peripheral areas by gated communities. Research areas include Housing Deficit, Urban Management and Policies, Orthophotographic Images, and Point Cloud Data.

Tiago Augusto da Cunha, Ministry of Cities

I currently hold the position of Specialized Technical Advisor in the General Coordination of Special Projects, Department of Social Housing Production, within the National Housing Secretariat of the Ministry of Cities. I am: a) a graduate Architect and Urban Planner from the School of Engineering of São Carlos, University of São Paulo (EESC-USP, now IAU-USP, 2005); b) a specialist in Geoprocessing from the Graduate Program in Urban Engineering at the Federal University of São Carlos (PPGEU, UFSCar, 2007); c) a Master in Demography from the Institute of Philosophy and Human Sciences at the State University of Campinas (IFCH, UNICAMP, 2010); d) a PhD, also from the Institute of Philosophy and Human Sciences at the State University of Campinas (IFCH, UNICAMP, 2014), where I also completed a sandwich doctorate at the Universitat Autònoma de Barcelona (UAB), Department of Social and Cultural Anthropology, under the supervision of Professor José Luis Molina; and e) a postdoctoral fellow at the Centre for Demographic Studies (CED) of the Universitat Autònoma de Barcelona (UAB), supervised by Professor Albert Steve Palós. I have worked in the Planning Departments of the Municipalities of Franco da Rocha and Santana de Parnaíba, in São Paulo, where I was one of those responsible for the development of their Municipal Master Plans, as well as various other architectural and urban projects. I was a professor in the Architecture and Urbanism programs at São Francisco University (USF-Itatiba/SP) and Paulista University (UNIP-Jundiaí/SP) for approximately seven years. Until April 2024, I was a Professor in the Department of Architecture and Urbanism (DAU) at the Federal University of Viçosa (UFV). I also worked in the Graduate Program in Architecture and Urbanism at UFV (PPGAU-UFV), as part of the Master's Line 1: Urban and Regional Spatial Planning. I coordinated the research group “Território Desigualdades” (dgp.cnpq.br/dgp/espelhogrupo/2321131431346932). I regularly taught the core undergraduate courses ARQ353 (Design III – Social Housing) and ARQ354 (Design IV – Urban Design), as well as the elective course ARQ131 (Demographic Principles Applied to Urban Planning). I also taught the graduate-level course ARQ635 (Design and Management of Social Housing Processes). My research interests include: household arrangements, life cycle, housing demand, housing, geoprocessing, migration, social networks and migratory chains, residential mobility, and population flows.
