Collaborative governance as a main factor in the formation of local networks: comparison between two cases

We state that collaborative governance - GC is the main factor in forming networks, present since the first movements of creating the group. The theory used is the social network approach and collaborative governance, stating that social relations are the pillars of network formation and development. Two cases of network formation are presented. One is from the municipality of Juruaia-MG, on intimate fashion, which presents collaborative governance. The other is from entrepreneurs in the electrical conductor business in Guaxupé-MG who could not create a group. The conclusion supports the importance of KM in the formation of networks. The proposal is innovative and opens up a field of research and management on KM in forming networks.
