Graduated from the Faculty of Law at the Pontifical Catholic University of São Paulo - PUCSP (1991), Master in Social Relations Law (criminal law) from the Pontifical Catholic University of São Paulo - PUCSP (1999) and doctorate in Law (criminal law) from Pontifical Catholic University of São Paulo - PUCSP (2008). Completed the course "Administration and Management in Public Security" at the University of São Paulo - USP (2005/2006). He was coordinator of graduate courses at the Higher School of the Public Ministry of the State of São Paulo (CEAF-ESMP) from December 2009 to August 2010. Currently (biennia 2015/2017 - 2017/2019 - 2019/2021) he is chief of the Dept. Dir. Penal and Dir. Proc. Criminal Law at PUC-SP, where he teaches in undergraduate and postgraduate courses "stricto sensu" (master's and doctorate). Professor of criminal law and criminal procedural law in several graduate courses "lato sensu" (PUCSP, ESMP, EPM and Fac. Damásio de Jesus). He has an outstanding role in the fight for equality (combating racism, discrimination and prejudice) and is one of the greatest Brazilian authorities on the subject in the legal area, being the author of a reference work, "Crimes of Prejudice and Discrimination", mentioned in several and judged, including by the Federal Supreme Court. He carried out one of the most important field researches with the presentation of statistical data regarding the occurrences of crimes of Law 7716/89 (crimes of prejudice and discrimination / racism), exposed in his master's dissertation, the basis of the aforementioned book, whose second edition was published in April 2010, by Editora Saraiva. As a Public Prosecutor in the state of São Paulo, he worked in the Group to Combat Organized Crime, standing out, among other investigations, for the discovery of authors of racist practices on the internet, especially on the Orkut relationship website, having been the author of the first complaint for criminal practice of this species in Brazil. Such investigation generated great repercussions in the legal field and in the media, gaining international prominence, including with material published in the North American periodical The New York Times. He received the "Fight for racial equality" award in 2008, conferred by the Brazilian Bar Association / Commission of the Negro and Anti-discriminatory Affairs and also, in 2013, the "Dr. Benedicto Galvão" award conferred by the Bar Association of Brasil-SP / Commission for Racial Equality "as recognition of the important militancy and tireless struggle in favor of the Afro-Brazilian people". Author of legal works, articles, as well as lecturer, he also has a prominent role in the fight against impunity. He defended his doctoral thesis pointing out the harms of the absence of criminal punishment, when he presented an unprecedented study on criminal prescription, with an equally unprecedented research exposure, through which prescription indices of various judicial bodies in the country were pointed out. In defense of the doctorate, the main thesis (possibility of creating new hypotheses of imprescriptibility in the national law) and the need to revoke article 115 of the Penal Code, which deals with reducing prescriptions lapses in half due to the age of the agent, were approved criminal. The latter is now the subsidy for the Senate Bill (PLS) of n. 248/10. Co-coordinator of the MPSP Commission for monitoring PLS 236/2012 (Draft new Penal Code). Auxiliary member of the MPSP Racial Equality Working Group. Collaborating member of the Working Group to Combat Racism and Respect for Ethnic and Cultural Diversity (GT4) of the Commission for the Defense of Fundamental Rights of the CNMP (National Council for the Public Prosecution), from 2014 to 2020.
