Abstract

Fraternity, a natural attribute of the human being, which is born from the need for communication, gives content to solidarity based on the understanding of the other. Promotes equality based on difference and not statistical parity. The technical criteria of administrative efficiency and effectiveness ignore human dignity in pursuit of statistical results. The research was developed using the hypothetical-deductive approach method, the comparative procedure, the indirect documentation technique, the bibliographic research: in books and legal journals; documentary; legislation and electronic websites.

Altamira” Institute of Administrative Law of the Siglo 21 University; Director of the Legal and Business Research Institute of the Córdoba Stock Exchange; Member of the Defense Commission for the Defense of the Córdoba Bar Association; Delegate in Córdoba of the Jacques Maritain Institute of Argentina; Professor of the Master of Public Law at the National University of Córdoba; He was President of the Argentine Association of Administrative Law; Treasury Attorney of the Province of Córdoba; lecturer and author of texts and articles on Public Law.
