UM MODELO AMREICANO PARA ADEMINISTRACAO PUBLICA: PARTICIPACAO SOCIAL EM PROL DA DEMOCRACIA.

O Acordo de Saída assinado entre a União Europeia e o Reino Unido (referendo de 2016 e progresso decisivo em 2018) abriu caminho para a transição do modelo inglês de Administração Pública (Nova Gestão Pública - NGP) para o modelo americano (Novo Serviço Público - NSP), de forma a conter o crescimento do comunismo através de governos autoritários. Segundo vários estudiosos, a NGP gerou elevados níveis de corrupção (isolamento do conhecimento no topo da administração pública, ao lado do governo). A NSP transforma as estruturas de poder existentes e promove uma distribuição mais equitativa do conhecimento e da tomada de decisões. Em busca de novidade e originalidade, este artigo propõe uma revisão do modelo NSP através de práticas de criação e partilha de conhecimento (Gestão do Conhecimento - GC), bem como de análise do conhecimento (Inteligência Organizacional - IO) e práticas de aplicação (Inteligência Cultural - IC). O artigo conclui que a Gestão do Conhecimento, a Inteligência Organizacioanl e a Inteligencia Cultural são os elementos que faltam para que o NSP substitua o NGP, pois reduz drasticamente a avalanche de informação e contribui com conhecimento coletivo relevante, especialmente para políticas públicas que impactam diretamente a relação entre governo, empresas e sociedade. Desta forma, reduz os elementos mais frágeis do capitalismo: a corrupção e a sobrecarga de informação sem conhecimento adequado, provocada pelos gigantes "americanos".
