Abstract

This article makes a comparative analysis of the Welfare State classification models, considered by Titmuss (1963) and Esping-Andersen (1990). The objective is to outline the differences between universal and focused policies in these typologies to identify the logic of the functioning of each of them in social protection systems. With this, it is intended to clarify concepts and to extend the debate about Brazil’s social development strategy.
