The text summarizes a research conducted by the Center of Latin American Studies of PUC-SP in the thematic project Public management and the international relations of cities, focused on São Paulo. It refers to the part that analyzed conceptions of cities, effects of hegemonic and counter-hegemonic globalization over the cities, public and democratic management.
