Abstract

The objective of this article is to analyze conflicting facts of the Brazilian scenario, that is, political and social struggles that gave answers to the "big milestones" for the guarantees of rights, in the case of the Social Assistance Policy of Brazil, a public policy of citizens' right and duty of the State. Thus, it focuses on the homeless population as one of the most symptomatic aspects of the need for social assistance policies. The analysis is developed with the support of the social sciences, arguments based on theories and reflections of contemporary authors to reflect and understand the operationalization of this public policy and its current conflicts, as well as to understand their own conflicts as the "phenomenon of transformations".
