The homelessness and the housing rights

Abstract

This article addresses the homelessness from the perspective of housing insecurity, seeking to find in the experiences accumulated in social assistance services, elements for criticizing and integrating housing policies. Thus, it identifies the use of these different mechanisms in a tutelary and paternalistic approach and reinforcement of spatial segregation. Therefore, constituting doors of a system with no way out. To overcome this paradigm, it recognizes modalities with potential to qualify the offer and integration with housing policies, designing a trajectory of the State's law and responsibility.
