Resumo

O artigo analisa os processos de implementação da transparência e da responsabilização transparente na atividade das autoridades públicas e das autarquias locais do país. O objetivo do artigo é fundamentar os princípios de gestão da transparência e da prestação de contas na atividade das autoridades públicas e das autarquias locais, bem como desenvolver um modelo para a sua integração no sistema de administração pública. O estudo baseia-se numa abordagem metodológica sistemática que combina métodos dialécticos e lógicos e o método de descida do abstrato ao concreto para analisar a transparência e a responsabilização na administração pública. Estabelece-se que a transparência e a responsabilização são a base de uma governação eficaz, fornecendo feedback à sociedade e prevenindo disfunções, tais como a satisfação de interesses de grupos restritos, através da introdução de procedimentos abertos e do controlo público. Propõe-se um modelo de governação estratégica a nível regional que integra a transparência através da aprovação pública de decisões, ferramentas digitais e controlo público, assegurando que as prioridades locais e nacionais no domínio da administração pública e o trabalho das autoridades públicas no país estão em consonância. A investigação futura pode ter como objetivo desenvolver a componente de apoio ao nível de eficácia do modelo proposto em diferentes países através da análise de dados abertos. É igualmente aconselhável estudar o impacto das tecnologias digitais na responsabilização no contexto das peculiaridades regionais da administração pública.
