As transições entre paradigmas tecno-econômicos e as janelas de oportunidade: o emergente caso das energias renováveis

Resumo

Este artigo discute os conceitos teórico-analíticos de paradigmas tecno-econômicos, revoluções tecnológicas e grandes surtos de desenvolvimento visando entender os processos de mudança tecnológica e destruição criativa em ondas sucessivas. Sobre essas bases, argumenta-se que as energias renováveis podem se tornar o insumo-chave de uma emergente revolução tecnológica, satisfazendo todos os critérios estabelecidos na literatura. Para os países em desenvolvimento, em específico, propõe-se o argumento de que as tecnologias renováveis podem representar uma janela de oportunidade em aberto neste período de transição entre paradigmas. Políticas de inovação em tecnologias renováveis devem, portanto, ser colocadas no centro das estratégias de desenvolvimento.
