Abstract

After more than thirty years from the establishment of the Plano Diretor de Desenvolvimento Integrado (PDDI), in 1971, the Strategic Master Plan of São Paulo was sanctioned in September of 2002 after an intense and queer process of debates and discussions adding several segments of the society agglutinated in three large blocks of interest: the representatives of the real estate, neighborhood associations and social movements for housing. The sequence of discussions was culminated in the adoption, in 2004, of the complementary regional strategic plans and the zonning law increasing further the disputes over these three groups.
