The objective of this article is to problematize impasses in decisions about removals and land regularization based on the role of urban planning actions in precarious settlements. The central issue is to understand the inter-scalar conflicts and clashes between the models of urban and environmental development. Our object of study is the removal process of residents from the Jardim Nova Esperança settlement, in the city of São José dos Campos, State of São Paulo, under a double perspective: municipal entrepreneurship and the urbanization and land regularization plan as a negotiation instrument. The impasses that result from these conflicts are analyzed through the veto player theory, particularizing decision-making about land use and land ownership in view of new forms of territorial planning.Downloads
