Fiscal funding of Brazilian urban development: execution of the 2000-2016 federal budget

This article proposes an articulation between urban development and State’s action based on the analysis of public finance. The empirical investigation focuses on the federal budget for the period 2000-2016. The article presents a methodological proposal for the study of public finance based on urban development programs and activities, and primary budgetary data are weighed through related literature, legislation and technical reports. The fiscal funding of urban and housing infrastructures is assessed, a phenomenon related to the allocation of more than R$ 350 billion and liquidation of more than R$ 200 billion for the year of 2016. The study’s data and methodology strengthen the importance of studying the public budget, its execution characteristics, conditions and distributive conflicts in the scope of research on urban and regional planning.Downloads
