Decision Making: How Public and Private Leaders Face Ethical and Strategic Dilemmas

Abstract

The centralization of decision-making and the dynamics of subordinate relationships are key aspects of how societies and organizations operate. This study introduces an analytical model, "Decision Zones: A Framework for Strategic Choices," which distinguishes itself by categorizing leadership decisions into zones based on the combined criteria of risk, ethical impact, and organizational effects. Unlike existing frameworks, this model uniquely integrates these three dimensions to map how leaders confront challenges and uncertainties. The goal is to understand how leaders balance the legitimacy of their decisions, their tolerance for subordinates, and the strategic challenges they face across different settings. Notable cases such as Americanas, Brumadinho, Boeing, Volkswagen, Uber, and WeWork are examined to show the outcomes of decision-making in high-risk zones. The research employs a multiple-case study method to contribute to the literature on governance, leadership, and organizational ethics. The results show that subordinates' trust and organizational stability rely heavily on the consistency and predictability of leaders' decisions, highlighting the importance of leadership remaining in neutral and exemplary zones.
