Resumo

A otimização da gestão de recursos humanos (GRH) no sector público é crucial para a modernização da administração pública. Este estudo examina a influência da elite na formação da política de RH através de modelos de avaliação integrados, utilizando dados do Serviço Estatal de Emprego e do Serviço Estatal de Estatística da Ucrânia. A análise de sistemas e a modelação quantitativa sustentam um modelo abrangente que avalia as competências gerais e especializadas, incorporando indicadores de infra-estruturas e de capital cultural ajustados à vida ativa. Os coeficientes de ponderação optimizados aumentam a precisão na avaliação do impacto dos factores na eficácia da GRH. A abordagem proposta alinha os objectivos das políticas públicas com as práticas de RH para criar um núcleo profissional de funcionários públicos. Os resultados mostram que a eficácia da GRH depende do envolvimento ativo das elites de gestão no planeamento estratégico, na distribuição do poder e nas reformas institucionais.
