Resumen

The optimization of human resource management (HRM) in the public sector is crucial for modernizing public administration. This study examines elite influence on HR policy formation through integrated assessment models, using data from the State Employment Service and the State Statistics Service of Ukraine. System analysis and quantitative modeling underpin a comprehensive model that evaluates general and specialized competencies, incorporating infrastructure and cultural capital indicators adjusted for working life. Optimal weighting coefficients enhance accuracy in assessing factor impact on HRM effectiveness. The proposed approach aligns public policy goals with HR practices to build a professional civil service core. Findings show HRM efficiency depends on managerial elites’ active involvement in strategic planning, power distribution, and institutional reforms.
