Resumo

O estudo é relevante para o desenvolvimento de recomendações para promover a digitalização da prestação de serviços públicos, melhorar a regulamentação processual e a aplicação da lei, fortalecer a profissionalização dos serviços civis e municipais e alinhar as estratégias anticorrupção e fiscais. O seu objetivo é avaliar a eficácia da estrutura da administração pública da Ucrânia em meio à transformação económica. Utilizando análise sistemática, síntese da literatura, revisão da estrutura jurídica e ferramentas estatísticas, a pesquisa identifica ligações entre reformas institucionais e dinâmicas macroeconómicas. Demonstra que reformas proativas — atualização de regulamentos, introdução de orçamentos programáticos, digitalização de procedimentos, profissionalização de recursos humanos e desenvolvimento de mecanismos anticorrupção — melhoram a eficiência da governança e a estabilidade económica. As orientações conceituais incluem planeamento estratégico integrado, coordenação interagências e inovação nas autoridades públicas. O alinhamento das reformas com a estratégia económica garante transparência, responsabilidade e desenvolvimento socioeconómico sustentável.

Atualmente, desenvolve sua tese de doutorado intitulada “Fortalecimento da resiliência econômica das regiões como base da segurança nacional da Ucrânia frente a ameaças globais e locais.”

Seu trabalho busca ampliar o conhecimento e aprimorar a aplicação prática da inovação social e do empreendedorismo social na reconstrução pós-guerra da Ucrânia.
