Abstract

The study is relevant for developing recommendations to advance digitalization of public service delivery, enhance procedural regulation and law enforcement, strengthen civil and municipal service professionalization, and align anti-corruption and fiscal strategies. Its purpose is to assess the effectiveness of Ukraine’s public administration framework amid economic transformation. Using systematic analysis, literature synthesis, legal framework review, and statistical tools, the research identifies links between institutional reforms and macroeconomic dynamics. It demonstrates that proactive reforms—updating regulations, introducing program budgeting, digitalizing procedures, professionalizing human resources, and developing anti-corruption mechanisms—improve governance efficiency and economic stability. Conceptual directions include integrated strategic planning, interagency coordination, and innovation in public authorities. Aligning reforms with economic strategy ensures transparency, accountability, and sustainable socio-economic development.

Olga Chorna, Department of Public Management and Marketing, Faculty of Economics and Management, Volodymyr Dahl East Ukrainian National University

Associate Professor, research interests include economic security management, sectoral planning, crisis management, quality management, and commercial activity planning. She is currently working on her doctoral dissertation entitled “Strengthening the Economic Resilience of Regions as a Basis for Ukraine’s National Security in Countering Global and Local Threats.”

Maiia Semko, Department of Management and Administration, Municipal Institution of Higher Education "Vinnytsia Academy of Continuing Education"

Specialist in public management and administration. Her research interests include change management, institutional support of public governance, regional education management, and public authority reform, with a focus on institutional theory and governance transformation.

Tetiana Tereshchenko, Department of Public Administration and Management, Faculty of Management and Economics, Leonid Yuzkov Khmelnytskyi University of Management and Law

PhD in Economics, Dean and Associate Professor specializing in economic management, international economics, and public administration. Her research interests focus on governance processes and economic policy in public sector management.

PhD, is a military officer and a researcher in public governance and administration. His research focuses on innovation in public governance, social innovation, and social entrepreneurship. He has published qualitative and multi-method studies in international journals. His work aims to advance knowledge and improve the practical application of social innovation and social entrepreneurship in Ukraine’s post-war recovery. He continues to develop interdisciplinary collaboration in this field.
