Redes de políticas: novos desafios para a gestão pública.

Um fenômeno recente, cada vez mais freqüentemente observado, é a existência de redes, de políticas ou estruturas policêntricas, envolvendo diferentes atores, organizações ou nódulos, vinculados entre si a partir do estabelecimento e manutenção de objetivos comuns e de uma dinâmica gerencial compatível e adequada a essa estrutura reticular, que se assenta em um poder compartilhado e relações horizontalizadas. A criação e manutenção da estrutura de redes impõem desafios administrativos fundamentais, vinculados aos processos de negociação e geração de consensos, estabelecimento de regras de atuação, distribuição de recursos e interação, construção de mecanismos e processos coletivos de decisão, estabelecimento de prioridades e acompanhamento. Em outras palavras, os processos de decisão, planejamento e avaliação ganham novos contornos e requerem outra abordagem, quando se trata de estruturas gerenciais policêntricas. Palavras-chaves: Redes de políticas; gestão de redes; coordenação em rede. Abstract It is currently observed the existence of policy networks, where different actors and organizations are connected. Sharing the same common established objectives and having a type of management compatible with this net structure, they also share hand out power through horizontal relationships. To create and keep network structures implies some fundamental managerial challenges involved in the processes of negotiation and consensus building, defining the games’ rules that orient behaviors, resources distribution, interactions, collective decision-making processes and evaluation. To resume, decision-making process as well as planning, and evaluating activities would require a new approach in the polycentric managerial structures.
