A influência de traços culturais nas atividades gerenciais de organizações altamente estruturadas.

No presente trabalho procurou-se verificar a relação entre as características culturais brasileiras e a atividade gerencial em 15 agências de três organizações bancárias: uma organização de domínio estatal, uma organização privada nacional e uma organização estrangeira. A pesquisa empírica foi conduzida com base no método de estudo comparativo de casos e desenvolveu-se, entre outubro de 2001 e janeiro de 2002, em cinco agências de cada uma das três organizações bancárias, situadas em Curitiba, Paraná. Os traços culturais considerados foram: receptividade ao estrangeiro, orientação para o curto prazo, aversão à sistematização do trabalho, personalismo, protecionismo, aversão à incerteza, jeitinho brasileiro e formalismo. A atividade gerencial circunscreveu-se à análise das funções de liderança, comunicação e tomada de decisão. Os resultados do estudo revelam que, apesar da crescente racionalização dos procedimentos técnicos e administrativos nas agências bancárias, a atividade gerencial é influenciada por certos traços culturais brasileiros, que condicionam a natureza das relações de liderança, comunicação e tomada de decisão entre gerentes e funcionários das agências objeto da investigação. Abstract In this study the objective was to verify the influence of the main Brazilian cultural traits on the managerial activity of the banking sector. The research was carried out on the basis of the interpretation of operational managers in fifteen bank agencies, five from each of the following: a national private organization, a state-controlled organization and a multinational one, all of them situated in Curitiba, Parana, Brazil. Thus, using the case study method, it was developed a descriptive and qualitative research, during 2001 and 2002. The following cultural traits were chosen for the investigation: receptivity to foreigners, shortterm orientation, aversion to systematic work, personalism, protectionism, aversion to uncertainty, Brazilian jeitinho, and formalism. The selected functions that compose managerial activity are: leadership, communication, and decision-making. The results of the research pointed that agency managers recognize the presence of cultural traits in their work groups, in spite of the increasing rationalization of administrative and technical tasks. Also allow one to conclude that studying cultural context and its influence on management point out managers’ difficulties and it reveals solutions for their problems, contributing for the development of an organizational theory culturally embedded.
