Organização e Gestão das Instituições Universitárias no Brasil: o caso da IFES

Este artigo discute questões referentes à Política de ensino superior no Brasil. A partir do quadro atual que mostra claramente a presença predominante do Sistema Privado de Ensino na oferta de vagas, eu mostro, também, o papel fundamental das Instituições Federais de Ensino Superior – IFES – no que diz respeito à qualificação de pessoal docente para o sistema de ensino superior, visto como um todo. Em seguida, discuto os dilemas da política de ensino superior e as características organizacionais típicas das Universidades que requerem um modelo administrativo muito distinto dos modelos voltados para a eficiência ou produtividade nos moldes das organizações burocráticas ou empresariais. A título de conclusão proponho um esquema analítico de administração de organizações universitárias. Palavras–chave: ensino superior, universidade, instituições, interesses, identidades , conflito, burocracia. Abstract This paper has to do with issues related to higher education policy in Brazil. Coming from trends that show clearly the Private System’s dominance in the undergraduate scenery, I show either that the Federal System of higher education has performed a critical role in training faculty’s members for the whole educational system in the Country, through Graduate Programs expansion. Furthermore, I discuss policy dilemmas of higher education in the Country and the management models more adequate to organizational typical features of universities. As conclusion, I suggest an analytical administrative model for managing universities structures.
