Challenges and obstacles in making urban crisis management smart against earthquake hazards

A gestão de crises na cidade de Ardabil enfrenta diversos desafios estruturais. Este estudo, que teve como objetivo desenvolver e validar um modelo sistemático de gestão de crises urbanas, aborda a questão principal de como o melhor padrão de gestão de crises em cidades deve proteger contra o risco de terremotos. Esta pesquisa utilizou uma abordagem exploratória-analítica mista (qualitativa-quantitativa) em duas fases. Na fase qualitativa, utilizando o método Delphi difuso, 34 desafios iniciais da gestão de crises urbanas em relação a terremotos foram extraídos da literatura teórica e apresentados a 20 especialistas multidisciplinares (gestão de crises, planejamento urbano, tecnologia da informação, geografia e engenharia civil). Na fase quantitativa, um questionário elaborado pelos pesquisadores, com escala Likert de cinco pontos, foi utilizado para coletar perguntas de gestores, especialistas e cidadãos. Os resultados qualitativos mostraram que os desafios de «desequilíbrio de poder», «inflexibilidade orçamentária» e «baixa adesão a seguros» estão entre as maiores prioridades. Os resultados quantitativos indicam que todos os componentes têm um impacto positivo e significativo na gestão de crises, confirmando a validade convergente.
