Ideological matrices of II PND (1975-1979)

Abstract

The present article studies the connection between economy and ideology in Second Development National Plan – II PND – created in Brazil at the government of Ernesto Geisel (1974-1979), trying to identify the main ideological matrices of the plan. At the same time, it tries to establish the historical context of the plan, internally and externally. In a international situation distinguished by the “Cold War” and under a dictatorial political model, II PND looked for means to combat the petroleum crisis and to maintain the continuation of economic development, but it couldn’t run away of an authoritarian bias. By an other side, II PND is historically a plan included as an authoritarian project of Garrastazu Medici government (1969-1974), considered the hardest of the military period (1964-1985), that looked Brazil as a “power nation”.
