This article, the result of research, deals with the intellectual formation of teachers in the government's public policy of institutional integration in Colombia, towards the mid-sixties and part of the seventies of the 20th century to highlight how the principles of the administration and planning in the social adaptation of the discourses on the teaching of science and technology, under the slogan of making a common cause for education to achieve a change of mentality and form a new generation for social coexistence and his intervention in the organization of the National System. This study is based on the documentary construction of an institutional archive from the Historical Archive of the Universidad Nacional de Colombia and the memories or reports of the ministers of education. The philosophical analysis of Michel Foucault in "El orden del discurso" is taken as a reference when he speaks of those of knowledge and powers with the discourses that imply, in this case, that of education identified as a political instrument insofar as it has to do with the social struggle between the elite and the masses, the opposition between the liberal and conservative political parties, and the social distance between the civilized and the uncivilized.
