The Impact of Culture on the Digitization of Administrative Process in a Brazilian Public Agency

Based on Hofstede's dimensions of organizational and national culture, the study investigates the impact of culture on the implementation process of innovation in a Brazilian public agency. Data from participant observation, documentary research, and interview were analyzed through content analysis. The results highlight favorable aspects for innovation implementation, such as high power distance, long-term orientation, employee orientation, open system, strict control, and pragmatism. Conversely, high uncertainty avoidance, individualism, and process orientation were identified as negative characteristics in the studied organization. These findings reinforce the importance of identifying and understanding culture to ensure that the changes resulting from innovation are assimilated and contribute to better management practices in the public sector.
