The text analyzes the measures taken after the Russian Revolution to face the housing deficit, the revolutionary decrees and the problems of the “war communism” phase. Subsequently, the impacts on housing with the NEP (New Economic Policy) and, finally, with the Five-Year Plans. The possibility pointed out is that there were revolutionary proposals and actions for housing policy, but Soviet society was unable to solve the problem of popular housing until World War II. Historical analysis is used. The sources are the decrees of the period of the revolution, writings of the revolutionaries, official data published by state agencies, reports by visitors and analysis materials about the Soviet Union.
