Abstract

The objective of this article is to show the process of institutionalization of the Municipal Council of Health and to inquireif the channels of popular participation have enabled the participation of the citizens in the administration of the policy ofhealth in the city, as well as which are the political difficulties facedby the Health Movement and its actual decision power in the Council.
