Abstract

This paper focuses on the challenges and problems related with the institutional adoption of systematic practices of e-elearning and b-learning by educational and training institutions, with special emphasis on higher education institutions. We identify the most common forms of resistance which one would expect to find in almost all innovation and change process. We also draw attention to the need to avoid that the adoption of e-elearning by any institution accentuates any kind of risks of digital exclusion. Finally, we discuss the major challenges and opportunities faced by the education and training institutions when starting a process of institutional adoption of e-elearning.
